Working group coordinator: under designation

In a digitized economy,digital skillsthey are no longer an option — they are a basic condition for employment, productivity and inclusion. The Digital Competences working group continues a tradition of more than two decades of ATIC in the certification of digital competences and expands the mission towards an updated, European framework accessible to all categories of citizens.

Atticthe program operates in RomaniaECDL/ICDL— globally recognized in more than 160 countries — since 2002. Starting from this experience, the working group is today building a broader strategy: preparing the workforce for the digital transition, teacher training, digital literacy of vulnerable categories and alignment with the European DigComp framework.

The European Digital Decade 2030 target states that 80% of European adults should have basic digital skills. Romania starts from a difficult position — our group contributes to closing this gap.

The objectives of the working group:

  • Continuation and expansion of the ECDL/ICDL program as a national certification standard
  • Programs dedicated to categories with limited access to digital education — elderly, rural population, people undergoing professional retraining
  • Partnerships with the Ministry of Education, ANC, schools, universities and local authorities
  • Upskilling and reskilling programs for the labor market
  • Promotion of the European DigComp framework at national level
  • Studies and measurements regarding the real level of digital skills in Romania

Work directions:

  • Formal education— digital skills in school and university, teacher training
  • Labor force— upskilling, reskilling, skills recognition
  • Digital inclusion— elderly, rural environment, vulnerable people
  • Standards and certification— ECDL/ICDL, DigComp, national qualifications framework

The group is open to vocational training providers, educational institutions, companies with internal training programs, NGOs active in digital education, local authorities and specialists in human resources or education.
